BANGLASHREE

As an initiative of state government towards ease of doing business in the state, the existing Banglashree and West Bengal Incentive Scheme 2013 has been modified to do away with the eligibility-cum-registration certificate. Further, a “SINGLE APPLICATION FORM” in lieu of item wise applications forms has been introduced.

This will simplify the procedure by reducing two stage application to be made by an entrepreneur to one, two stage inspection of the enterprise to one and burden of paper work on the entrepreneur.

2. Copy of first Electricity Bill

3. Copy of Trade Licence

4. Copies regarding SGST

5. Copy of valid consent to operate certificate from WBPCB

6. Copy of Mutation & Conversion Certificate of Land/ Buildings

7. Copy of the Land deed (wherever applicable)

8. Copy of rent Agreement & Receipt/ Lease Agreement incase of Rented/Leasehold Land/ Buildings

9. Copy of Approved Project Report

10. Copy of Term Loan sanction Letter and Disbursement Letter issued by FI/ Banks

11. Copy of Audited balance sheet for last 2 years

12. List of Plant & Machinery with original value along with copies of Bills, Money Receipts

13. Copy of the Memorandum of Association & Articles of Association authenticated by ROC/ Partnership Deed

14. A Statement on the Name & Address of Directors/ Partners/ Owners of Enterprise/ Members of Cooperative or SHG

15. Existing Manufacturing Activities in WB stating items, Annual Approved Capacity, Production during last 3 years

16. Copy of SC/ST Certificate wherever applicable

17. Copy of UDYAM/ UAM Registration Acknowledgement

18. Approved Project Report (Additional)

19. Copies of other statutory Licenses

20. Self-declaration as per para 7.1(vi) of the Scheme

1. State Capital Investment Subsidy. i) Self certification on fixed assets as per Annexure-I

2. Interest Subsidy on Term Loan i) A certificate from Bank/FI as per Annexure-II

3. Power Subsidy. i) Copy of documents regarding supply of electricity to the unit/ enterprise. ii) Copy of all Electricity Bills and corresponding money receipts for which the claim is made

4. Subsidy for Energy Efficiency i) Copies of relevant bills, money receipts for expenditure incurred towards cost of Energy Audit and Installations for energy conservation ii) Copy of Energy Audit Report/ Recommendations of the Certificate Agency related to the claim in question. iii) Details of installations for energy conservation.

5. Subsidy on Stamp Duty and Registration Fees. i) Schedule on the land ii) Sketch map of the land/building purchased iii) Documents showing payment of Stamp Duty and Registration Fee

6. Refund of SGST i) A receipt copy of the application submitted to the Commissioner, Commercial Tax, West Bengal on SGST in Form-D

7. Subsidy for Water Conservation/ Environment Compliance i) Copies of relevant bills, money receipts for expenditure incurred towards cost of Captive Effluent Water Treatment Plant and Pollution Control Devices ii) Details of Captive Effluent Water Treatment Plant and Pollution Control Devices

8. Subsidy for Standard Quality Compliance i) Copies of ISI/BIS/ISO9000/ISO14000/ISO 14001/ISO 18000/ISO 22000/HACCP Certificate. ii) Copies of relevant bills, money receipts for expenditure incurred for obtaining ISI/BIS/ISO9000/ISO14000/ISO 14001/ISO 18000/ISO 22000/HACCP Certificate.

9. Work Force Welfare Assistance i) Copies of documents regarding contributions made to ESI/EPF ii) A statement showing the names of workers, their age, date of appointment, nature of appointment and nature of work iii) Certificate from the Regional Provident Fund Commission as per Annexure-III iv) Certificate from the Director, ESI as per Annexure-III v) Documents showing the recruitment from Employment Bank of the State.

10. Subsidy for Patent Registration i) Copy of documents on fees paid for Patent registration i) Copy of Patent registration Certificate.

1. Submission of complete application alongwith required papers/ documents as prescribed in Banglashree

2. Sent the application to the inspecting officer with a direction of completion of enquiry and submission of reports.

3. Checking the report of the inspecting officer and approval/rejection accordingly.

4. Intimation of approval/ rejection to the applicant.

5. Sent the requirement of fund to the Director.

6. After getting sub-allotment of fund for disbursment of incentive from the Director, MSME, the G.M., DIC/ Sub-DIC will sanction the case.

7. Intimation of sanction to the applicant.

8. Running report of the unit.

9. Self-Declaration as per Banglashree

10. Disbursement of subsidy amount maintaining disbursement register at DIC/ Sub-DIC.
